Jan Słomka was the mayor of Dzików, Galicia from 1873 - 1918. (Dzików is now near or part of Tarnobrzeg in southeast Poland.) He wrote of his experiences in a book called From Serfdom to Self-Government: Memoirs of a Polish Village Mayor, 1842-1927. It was published in the 1920s and translated in 1941 by William John Rose.
The copyright has expired on both the original work and the translation. Bukowsko Triangle mailing list member Larry Bell transcribed about half of the translation, and that's presented here as a PDF.
